Texting While Driving: Do The Bans Make A Difference?

According to a study done by the Insurance Institute for Highway Safety the bans on texting while driving resulted in an increase of risks. While this might not make any sense on the surface, drivers under 25 years of age seem to be the main culprit which also results in higher car insurance rates for them.
